Kempton Hills is a standard single-family-home subdivision in Anchorage, Alaska, governed by a homeowners association (HOA). This declaration sets rules that apply to every lot owner — covering what you can build, how you must maintain your property, and the HOA's authority to enforce them.
- Land use & building type: Lots are for single-family detached homes only. A garage for at least two cars is required. A professional home office is allowed as long as it's incidental, has no sign, and causes no added traffic.
- Minimum dwelling size: Each house must be at least 1,750 square feet of gross floor area (excluding garage, porches, etc.). The architectural committee can allow as little as 1,575 square feet if the design fits the neighborhood.
- Architectural review: No construction, painting, fence, or regrading may begin without written approval from the Architectural Control Committee. Submit plans at least 30 days in advance; the committee has 30 days to respond or the proposal is deemed approved.
- Fine for unapproved work: If you build without approval, you'll be charged an automatic punitive assessment of $100 per day until the committee approves the work.
- Trees & landscaping: The front yard must have at least six live trees (over 5 feet tall, 3 inches diameter at base). Native vegetation alone may not count. All non-built areas must be landscaped, and the owner must landscape and maintain the adjacent unpaved public right-of-way.
- Fences: Fences need architectural committee approval. No front-yard fences unless the committee finds it attractive. Metal and chain-link fences are not allowed anywhere.
- Parking & vehicles: Extra vehicles, boats, campers, RVs, snowmachines, and inoperable cars must be kept in a garage or screened from street and neighbors. No parking on a public street for more than 48 cumulative hours per week. No large commercial vehicles creating a nuisance.
- Pets: Only domestic dogs, cats, fish, and caged birds are allowed. No more than two dogs. No vicious dogs. Pets must be chained, fenced, or restrained at all times.
