What Anthem Residential Design Guidelines HOA's governing documents say
This document is the Residential Design Guidelines for the Anthem Parkside Community, a single-family homeowners association (HOA) in Arizona. It governs all exterior modifications, landscaping, and architectural changes. These guidelines apply to homeowners and must be followed in addition to the community's Declaration of Covenants, Conditions, and Restrictions. The document does not cover other common HOA rules such as pets, rentals, or assessments—it focuses solely on design and landscape standards.
- Architectural review required: Any exterior modification—including construction, alteration, landscaping, fences, and patios—must receive written approval from the Architectural Review Committee (ARC) before starting. Unapproved modifications incur a $300 fine, plus $300 per month until corrected or approved.
- Landscaping requirements: Front yards must be landscaped within 90 days of closing, rear yards within 180 days. Only drought-tolerant species from the approved plant list are allowed. Minimum planting quantities vary by lot type (interior, corner, cul-de-sac, oversized). Bare soil is prohibited; all areas must be covered with plants or inert ground cover.
- Prohibited structures and materials: Permanent clotheslines visible from neighbors, detached garages (except in Unit 81), permanent tents, and curb ramps are prohibited. White rock, coated rock, and artificial plants (except artificial turf) are not allowed in visible yards. Chain-link, wood, and split-rail fences are banned.
- Walls and fences: Front yard fencing is limited to 4 feet in height. Property line walls must be painted Stonington (SW2076) and may be modified only with neighbor consent and ARC approval. Walls adjacent to common areas maintained by the Anthem Community Council cannot be modified.
- Turf restrictions: Natural turf is limited to 20% of the front lot area and must be at least 3 feet from walls/fences. Artificial turf is allowed in front yards (up to 20% of area) and rear yards (up to 75% of landscape area) but requires professional installation, a 7-year warranty, and must be maintained in like-new condition.
- Ancillary equipment and solar: Roof-mounted equipment (including AC) is prohibited. Solar equipment is allowed only if it complies with federal/state law and is placed to minimize visibility. Satellite dishes (≤1 meter) are allowed in rear/side yards; if reception requires front placement, screening may be needed.
