Eleven Arches is a detached single-family residential HOA community in Pima County, Arizona, governed by a 1999 Declaration of Covenants, Conditions and Restrictions. As a lot owner, you own your home and land but must comply with strict architectural standards, landscaping rules, and pay pro-rata HOA assessments for common area maintenance, roads, utilities, and insurance.
- What you own & maintain: You own your single-family dwelling and lot. The HOA maintains all common streets, roads, privacy gates, utility systems, landscaping in common areas, and carries casualty and liability insurance for those shared facilities.
- Architectural review & construction: Any exterior work or new building requires prior written approval from the Approving Agent. Dwellings must be minimum 2,200 sq ft with a 2-car garage, one story maximum (roof ridge capped at 22 feet, parapet walls at 20 feet), with 10-foot setbacks from property lines. Roofs must be dark/non-reflective; all utilities must be underground. A $2,500 refundable deposit is required at plan submission.
- Landscaping & native vegetation: Native plants (cacti, mesquite, palo verde) are protected and cannot be removed without approval. All non-native plants must be kept within patio walls and must be pollen-free. Planted trees must be trimmed to avoid blocking neighbor views.
- Vehicles & equipment storage: Only normal passenger cars may be parked outside garages routinely. RVs, motorcycles, campers, trailers, and off-road vehicles must be stored in enclosed structures. All HVAC and ground-mounted equipment must be concealed in walled utility yards, not visible from neighboring lots or roads.
- Home business & occupations: No customer-facing business, meetings, pick-ups, deliveries, or manufacturing allowed on the property. Home-based consulting or occupations are permitted only if conducted entirely within the dwelling.
- Pets & animals: Only customary domestic household pets allowed. No horses, mules, or donkeys. The Association can order removal of any animals objectionable to neighbors.
- Assessments & fees: Each owner pays a pro-rata share of actual and estimated future Association costs for maintenance, insurance, and utilities. Payment is due within 20 days of invoice. Unpaid assessments accrue 10% annual interest and become a lien on the property; the Association can foreclose if assessments remain unpaid.
- Construction timeline & completion: New construction must be diligently pursued and completed within 18 months of clearing the house pad. Homes cannot be occupied before final approval and compliance with all plans. Buildings damaged by fire or casualty must be repaired, replaced, or removed within 6 months.
