Casa Granada East is a townhome community in Mesa, AZ, governed by a homeowners association. These rules apply to all owners, residents, renters, and guests. The HOA maintains common areas and enforces rules through fines and liens.
- Leasing & rentals: Short-term rentals (30 days or less) require annual registration with the HOA; long-term rentals (more than 30 days) require submission of a Tenant Information sheet within 15 days of lease. Owners are responsible for tenant compliance and fines.
- Parking & vehicles: Each unit gets two parking spaces. Guest parking requires a permit for overnight stays; no parking in fire lanes, gas meters, or end of streets. No vehicle washing, mechanical repairs (except emergencies), or storage of inoperable vehicles. Violators are subject to fines and towing.
- Pets: Dogs and cats allowed, but no commercial breeding. Owners must clean up waste and keep pets on a 6-foot leash in common areas. Pets are prohibited in pool and playground areas. Barking that annoys neighbors may result in fines after a warning.
- Pool & clubhouse: Pool open 9am-10pm; children under 14 must be supervised. No glass, alcohol, or pets. Clubhouse may be reserved by owners with a refundable deposit ($250-$1,000) and a fee set by the board. Attendance limited to 50 persons (or city limit).
- Exterior changes: All exterior changes (e.g., patio covers, fences, antennas) require prior written board approval using an Architectural Design Form. Unapproved changes are corrected at owner expense and may result in fines.
- Fines & enforcement: Fines for rule violations are set by a fine schedule (Attachment 3). Continuing offenses are considered new violations every 10 days. Owners receive notice and an opportunity to be heard at a board meeting before fines are imposed.
- Quiet hours & noise: Quiet enjoyment hours are from 10pm to 7am. Noise that interferes with neighbors is prohibited. Barking dogs, loud pool use after 9pm, and other disturbances may be reported and fined.
- Business activities: No commercial business allowed on premises except working from home (no clients visiting). Patio sales are permitted twice per year, each lasting up to two days, with merchandise kept under the carport cover.
