Lake Moovalya Keys is a single-family homeowners association in Parker, AZ — you own your lot and house, and the association enforces rules and can fine for violations. This document combines the association's Rules & Fines (adopted by membership) and its Bylaws (governing how the association runs). As a homeowner, you are responsible for your own conduct and that of your guests, tenants, and renters.
- Leasing & rentals: Tenant Information Sheets must be submitted to the HOA before check-in (fee $25 per sheet; $15 fine if late). Owners must also provide tenant names, addresses, phone numbers, vehicle/boat/trailer license numbers, and proof of auto/boat liability insurance. Renters must follow all HOA rules; owners are fined for their tenants' violations.
- Parking & vehicles: Vehicles may not park in the common lot for more than 7 consecutive days (max 14 days per 30-day period); $25/day fine. Parking beyond the white line on streets is $25 first offense, $50 subsequent. Double parking boats in canals is $25 first, $50 subsequent. Boats and inoperable vehicles cannot be parked on streets at all except for loading/unloading. Motor homes may not be used for sleeping on any developed lot. Vehicles/trailers without posted lot ID in common lot may be towed at owner's expense.
- Pets: Unleashed dogs straying off your property: $25 first offense, $50 subsequent. Not picking up after your dog: $25 first, $50 subsequent. Animal Control may also be called.
- Lot conditions & trash: Lots must be kept free of trash, debris, overgrown vegetation, and abandoned vehicles. After a 30-day warning notice, fines are $50 per day (up to 10 days) plus cost of cleanup if done by the association. Dumpster use is for household trash only; $100 fine per violation and owner must remove the item.
- Fines & protest process: Fines are set per rule; a written protest must be mailed within 30 days of the fine. The protest is heard at the next board meeting (owner may attend). Unpaid fines after 30 days can result in a lien on the lot, with legal costs charged to the homeowner.
- Governance & voting: Each lot gets one vote. Annual meetings held on or before June 30. Members must be current on assessments to vote (good standing). Board of Directors: 5–11 members, one per lot, elected annually. Board can impose fines and enforce rules. Bylaws can be amended by majority of board or membership.
- Noise & nuisances: Excessive noise is considered a nuisance and a CC&R violation, but the association does not fine for it — it should be reported to the General Manager or Sheriff's Office as a misdemeanor.
