Arrowhead Ranch Phase V is a standard single-family homeowners association (HOA) in Phoenix, AZ. These governing documents define how the association is run but do not include the full rules for property use, pets, leasing, or architectural standards — those are in the separate Declaration of Covenants, Conditions and Restrictions. Homeowners should refer to the Declaration for day-to-day living requirements.
- Meetings & voting: Annual meetings are required at least once every 12 months. Special meetings can be called by the president, board, or by members holding 1/4 of Class A votes. Written notice must be mailed at least 15 days before a meeting. A quorum is 1/10 of total authorized votes. Members may vote by proxy, but a proxy is valid only for the designated meeting and for no more than 180 days. Proxies may be given only to another member, the secretary, the declarant, or the member's mortgagee.
- Board of directors: The board has 3 to 7 directors (always an odd number). Initially 3 directors; directors need not be members during Class B period, but must be members after. Terms are staggered. Directors serve without compensation but may be reimbursed for expenses. Any director can be removed with or without cause by a majority vote of members present at a meeting. Vacancies are filled by remaining directors.
- Association powers & borrowing: The board may borrow money on behalf of the association, but borrowing over $15,000 requires approval from 2/3 of total membership votes. The board can levy assessments, adopt budgets, enforce rules, and suspend voting rights: for assessment defaults after 15 days (until paid), and for infractions up to 60 days. Fines may be imposed per state statutes.
- Recording board meetings: Homeowners may audio or video record open board meetings if they give 24-hour written notice to the community manager and verbally announce at the start. Recording device must be visible; video must be on a tripod in the back, not obstructing views. The board may request a copy at association expense. Devices must run on batteries; power cords are not guaranteed.
