What Lmv Homeowners Association's governing documents say
Litchfield Mountain View Homes is a single-family homeowners association in Avondale, AZ (Westpark Community) with comprehensive architectural review requirements for exterior changes. Most modifications—from additions and landscaping to paint colors and storage sheds—need Design Review Committee (ARC) approval before construction begins; the Committee has 45 days to approve or disapprove, construction must start within 90 days of approval, and be completed within 6 months. The standards aim to maintain consistent design, colors, materials, and landscaping throughout the community.
- Architectural review process: Prior written approval from the Design Review Committee is required for nearly all exterior work before construction begins (unless specifically noted otherwise). The Committee has 45 days from the date of submission to approve or disapprove; once approved, construction must start within 90 days or approval is withdrawn, and must be completed within 6 months (or a different deadline set by the Committee). Approval covers aesthetics only—it does not evaluate structural soundness or drainage impact.
- Paint colors and exterior materials: Paint colors must be selected from an approved body/trim color combination list on file at Dunn Edwards on Litchfield Road (specific paint numbers provided in the document). Additions, alterations, and renovations must match the original home's style, materials, and color; the height of additions cannot exceed the original roof line. All materials must match those used by the original developer, unless the Committee deems substitute materials compatible with the community theme.
- Landscaping: approved plants and restrictions: Front-yard landscaping must be installed within 90 days of purchase (or approval) and submitted in writing for approval. Decomposed granite and rock must be earth-tone colors only; white, green, blue, and bright colors are prohibited. Prohibited plants include most oleanders, olive trees (except 'Swan Hill'), fountain grass, pampas grass, Mexican palo verde, mulberry trees, and citrus (rear yard only). The established lot drainage pattern must be maintained; lots must be kept weed-free.
- Structures and equipment (pools, sheds, HVAC, antennas): Pools and spas do not require approval, but all equipment must be screened from neighbors' view. Storage sheds require approval if visible to neighbors; max height is 9 feet with a 3-foot setback from walls, and only one shed per lot is allowed. HVAC and evaporative coolers must be ground-mounted in the rear yard and screened from neighboring property. Antennas and satellite dishes generally require approval unless prohibited by law; preferred locations are in backyards screened by landscaping.
- Flags, decorations, and seasonal items: Only the U.S. flag plus either the Arizona State flag or a Military Unit flag (not both) may be displayed, max size 4' x 6'. Permanent or freestanding flag poles are limited to 20 feet or roof-peak height (whichever is less) and require approval; wall-mounted poles up to 5 feet long do not. Seasonal and holiday decorations may be installed 30 days before and must be removed within 30 days after; seasonal flags must be removed within 30 days of the relevant holiday.
- Parking, trash, and vehicle storage: All vehicles should be parked in garages whenever possible; parking on landscaped areas (front yards, side yards, common areas) is prohibited. Trash and recycling must be in covered, ARC-approved containers; they may be placed out no earlier than 5–6 p.m. the day before pickup and must be removed from view no later than 10 p.m. the day of pickup. Special bulk trash pickup is the first Monday of each month; refuse may be placed out no earlier than two days before.
- Leasing and tenant requirements: When renting, the owner must prepare a lease and return it to the association within ten days, accompanied by a completed 'Renter Information' form and a signed 'Crime-Free Lease Agreement.' Tenants must carry renters insurance; owners must maintain sufficient homeowners insurance. The crime-free agreement prohibits tenants, household members, and guests from criminal activity (including drug-related activity) on or near the premises; a single violation is grounds for immediate lease termination.
- Windows, doors, and exterior coverings: Permanent draperies or window treatments must be installed on all front-facing windows within 120 days of occupancy. Reflective materials—including aluminum foil, reflective screens, mirrors, and reflective films—are prohibited on any window inside or outside. Wrought-iron security/screen doors on front doors do not require approval if painted to match the home's base color; silver aluminum screen doors are strictly prohibited on front doors.
