Starlight Pines is a single-family home HOA in Happy Jack, AZ (Coconino County). The bylaws define membership and governance, while the architectural rules impose strict controls on construction and exterior changes. Owners are automatically members with one vote per lot, and the Board of Directors manages the association.
- Membership & voting: Every lot owner is a member with one vote per lot. Corporate owners must designate a voting representative. Voting is by mail-in ballot, with annual elections on the second Monday of June.
- Board of Directors: The board has 3–6 members elected annually by the members. Directors serve one-year terms with no term limits. A majority of directors constitutes a quorum.
- Architectural review: All exterior changes (construction, painting, fences, tree removal, etc.) require prior Architectural Committee approval. Plans must include plot plans, construction plans, and material schedules. Fees: $50 non-refundable review fee per submission.
- Construction deposits & timelines: New home construction requires a $500 construction deposit and a $500 cleaning/damage deposit. Exterior must be completed within 1 year; total construction within 3 years. Deposits forfeited if deadlines missed. Projects without a county permit require a $250 deposit and 6-month completion.
- Property use restrictions: Lots are for single-family residential use only. No business activity, no mobile homes or temporary structures. Minimum ground floor living area: 750 sq ft. Only one residence per lot.
- Signs & fences: Commercially produced For Sale/Lease/Rent signs up to 4 sq ft allowed. Political signs allowed 71 days before and 3 days after elections. Perimeter fences must be under 3 ft tall and of natural materials. Chain-link fencing limited to gardens and horse corrals.
- Nuisances & fires: No nuisance activities. Fires only for cooking in approved containers; no burning trash. Construction debris must be removed; unused materials after completion are a nuisance.
