Riverview Bluffs is a condominium community in Bullhead City, AZ — you own your individual unit and share ownership of common elements. These are the Association's Bylaws and Articles of Incorporation, which govern how the Association is run and what unit owners must follow. They bind all unit owners.
- Annual & special meetings: The annual meeting is held on the third Saturday in January. Special meetings can be called by the president, the board, or upon written request by one-fourth (1/4) of the members. Written notice must be mailed at least 15 days before any meeting.
- Voting & quorum: A quorum for member meetings is one‑tenth (1/10) of the votes. Each unit gets one vote, with an extra class of membership for the developer (Declarant) that eventually converts to standard voting. Only one ballot per unit is allowed; fractional votes are not permitted.
- Board of directors: The board has 3 to 5 directors (from Bylaws) or up to 9 (from Articles). Directors must be homeowners in good standing, elected for one‑year terms. The board can adopt rules, fix assessments, levy fines, suspend voting rights for up to 60 days, and enforce liens for unpaid assessments.
- Assessments & fees: Annual and special assessments are secured by a lien on the unit. Assessments are due as set by the board at least 30 days in advance. If unpaid after 30 days, they become delinquent and accrue interest at 12% per year. The Association can sue the owner personally and foreclose the lien, adding interest, costs, and attorney's fees.
- Rules & penalties: The board may adopt and publish rules governing use of common areas and member conduct. Violations can result in suspension of voting rights for up to 60 days after notice and hearing. The board may also appoint an architectural committee (as per the Declaration).
- Inspection of records: The Association's books, records, and the governing documents (Declaration, Articles, Bylaws) are available for inspection by any member during reasonable business hours. Copies can be purchased at reasonable cost.
- Amending the documents: Bylaws may be amended by a majority of a quorum of members present at a meeting. Articles of Incorporation require a 75% vote of all members entitled to vote.
