This is the Residential Lot and Landscape Design Guidelines for the Civano I: Neighborhood I HOA in Tucson, AZ. It applies to homeowners in the community and governs all exterior changes to lots, including landscaping, fences, paint, pools, and other improvements. A Design Review Committee (DRC) must approve most projects before work begins.
- Design Review Committee (DRC) approval: Most exterior changes—including landscaping, fences, painting, pools, and new structures—require written DRC approval before starting. Administrative review is available for minor items (e.g., matching wood gates, replacement mechanical equipment of similar size). Approval expires 12 months from the date of the letter if work hasn't started, and projects should be completed within 6 months.
- Setbacks and building coverage: Setbacks and lot coverage vary by district (Neighborhood Center, General, Edge, and Villas). For example, in Neighborhood General: front setback 12' min. to porch, 16' to main structure; side yards aggregate 20% of lot width with 4' min.; max lot coverage 70%. In Neighborhood Edge: front 12' min. for at least 50% of frontage, rear may be zero but 50% must be 12' min., max lot coverage 60%.
- Walls, fences, and gates: New or altered walls/fences must comply with district standards. Maximum solid wall height within 6' of a pedestrian way is 42"; above that, must be 50% open. Total wall height cannot exceed 6' unless required as a firewall. Gates must be natural materials (wood or metal); plastic/vinyl are prohibited.
- Landscaping and plants: All portions of lots except driveways must be landscaped with inert and living materials. Only plants from the approved list (Appendix III) are allowed; prohibited plants (Appendix II) are banned, including Bermuda grass and fountain grass. Turf grass is not permitted outside perimeter walls less than 3' high. Landscape must incorporate passive water harvesting (swales, berms).
- Play and recreational equipment: Equipment height limited to 8' from ground to highest point and must be placed at least 15' from neighboring boundaries. Permanent basketball brackets must be black or house body color. Brightly colored canopies discouraged. Temporary equipment must be stored when not in use.
- Pools and spas: Plans must include water-saving features and a cover to prevent heat loss. Only solar heating is approved. Submittals must show dimensions, filter type, equipment location, and drainage plans. Owner must acknowledge Arizona pool safety requirements.
- Flags and flagpoles: Up to two flags allowed. Freestanding flagpoles max 12' tall, flag no larger than 3'x5', must be at least 10' from property lines and not within building setbacks. Permitted flags include American, state, first responder, and historic versions. Decorative/seasonal flags treated as yard art.
- Exterior colors and materials: Repainting must use colors from the approved palette (Section 6). Sheen and light reflectance value (LRV) standards apply. Materials must complement the Sonoran desert aesthetic. Paint submittals require color swatches and diagrams.

- Approved Color Palette required; no black, white, light gray, fluorescent, or pastel. Maximum LRV 64 (excluding flat roof coatings). At least one additional color for trim or accent required. Administrative review possible if colors on Appr (Section 6.2, 6.3, 6.4)
- Amendments
- DRC may adopt, amend, supplement or repeal any part of the Design Guidelines; such amendments must be approved by the Board of Directors pursuant to Declaration §4.6 (Section 1.5)
