Homeowners own their lot and house; the association maintains the common area and an irrigation water delivery system. These governing documents—including the Declaration, Bylaws, and multiple board-adopted policies—set rules for landscaping, fencing, parking, pets, and more, and detail how assessments are collected and violations enforced.
- What you own & maintain: You own your lot and the improvements on it. The association owns and maintains the common area, the irrigation pump and main water lines, and the drainage ditch along the south boundary. You are responsible for all irrigation lines and sprinklers within your lot.
- Assessments & fees: Annual assessments are due by February 15; if not paid by March 15 they are delinquent. The board may increase assessments up to 10% per year without a vote. Special assessments for capital improvements require a 33% vote of members. Delinquent assessments accrue interest at 18% per year, and a $250 late fee is added after 60 days. The association may place a lien and foreclose after 6 months of delinquency.
- Architectural & landscaping review: All exterior changes—including construction, fences, roofing, paint, landscaping, sheds, and xeriscaping—must be approved in writing by the Architectural Control Committee (ACC) before starting. Fences cannot exceed 6 feet, must be cedar or composite, and cannot extend past the front of the house. Minimum house size: 1,600 sq ft (single-story) or 1,900 sq ft (two-story), with at least a 2-car garage.
- Pets: You may keep up to three domestic pets per lot. They must be kept as household pets only, not for commercial purposes. Habitually barking dogs are prohibited, and pets must be leashed when off your property.
- Parking & vehicles: All vehicles must have current Colorado registration and be in working order. Boats, campers, trailers, snowmobiles, and utility trailers may only be stored behind a 6-foot privacy fence extending from the front of the garage to the back of the lot. No vehicle may be stored on the premises unless it is operable and licensed.
- Signs: Temporary signs are allowed—no larger than 4 square feet. Political signs may be displayed 45 days before an election and must be removed within 7 days after. Garage sale signs are limited to two per event and may be displayed for no more than 3 consecutive days. Business signs are prohibited.
- Covenant enforcement & fines: The board may issue fines of up to $500 per violation for irrigation system damage. Standard violation process: written warning, 10 days to correct, then $50 fine plus $50 every 30 days until corrected. Owners may request a hearing within 10 days. Unpaid fines may be collected like assessments.
- Dispute resolution: Owners may request a hearing with the board to dispute fines or decisions. If unsatisfied, they may elect mediation, with costs split equally. If mediation fails or a party fails to appear, the prevailing party may recover attorney fees and costs.
