What Community-Charter-For-Verrado-Community-Association's governing documents say
Verrado is a large, master-planned community in Maricopa County, Arizona, governed by this Community Charter. It's a traditional homeowners' association (HOA) where you own your home and lot, and the association manages common areas and enforces community standards. The rules here apply to all property owners and residents.
- What you own & maintain: You own your home and lot (called a 'Unit'). You must maintain your unit to a 'Community-Wide Standard' and carry full replacement cost insurance. The association maintains the Common Area (parks, medians, etc.) and may maintain landscaping in your front yard within 10 feet of the curb if it's adjacent to Common Area.
- Architectural review: All exterior changes to your property (structures, landscaping, paint) require prior approval from a Design Review Committee or the Founder. Approval is based purely on aesthetics, not structural soundness. Amendments to the Design Guidelines are prospective only.
- Leasing & rentals: Leases must be for at least 12 months (unless the Founder establishes a golf rental program). You cannot lease separate rooms—only the entire unit. You must tell the association within 10 days of a lease and give tenants the rules. A business use that involves leasing more than one unit is not allowed unless you're an institutional lender after foreclosure.
- Use & conduct: No timesharing, fractional-sharing, or similar rotating-use programs are allowed (except those started by the Founder). Home businesses are allowed only if they don't generate regular visitor traffic or door-to-door solicitation. The board can adopt rules on issues like parking, noise, and facility use, subject to a 30-day notice period.
- Enforcement & fines: The association can fine you (up to a board-set amount) after written notice and a hearing. For serious or continuing violations, it can suspend your use of common facilities for up to 30 days (or longer for continuing violations). It can also tow vehicles violating parking rules without prior notice.
- Voting & membership: Each owner gets one membership in the association. Voting is through 'Voting Delegates' chosen per neighborhood, who cast all votes for that neighborhood. The Founder holds a separate membership that ends two years after the Founder Control Period expires.
- Party walls & shared structures: If your home shares a party wall, fence, driveway, or similar structure with a neighbor, you both share the cost of repair or replacement. If it's damaged or destroyed, you must rebuild within three years using the original plans.
- What this document covers: This is the full 'Community Charter' for Verrado—a comprehensive governing document covering the entire master-planned community. It sets the framework for the association, architectural rules, maintenance, use restrictions, and enforcement. It does not include the specific 'Design Guidelines' or 'Rules' (which are separate documents referenced here).
