Desert Meadows 3 is a single-family home HOA in Green Valley, AZ (Pima County) covering lots 1-223. It is an age-restricted active-adult community: at least one resident per lot must be 55 or older, and no one under 18 may stay more than 4 weeks. The CC&Rs govern all lots and bind all owners.
- Age restriction (55+): At least one person 55 or older must reside on each lot. No one under 18 may stay longer than 4 weeks. Owners must complete a HOPA form annually.
- Leasing & rentals: Renting individual rooms is prohibited unless approved by the Board. The entire lot with its residence may be rented or leased. Owners must provide a copy of the CC&Rs to tenants and maintain a means of timely communication (phone or mail) with the Board.
- Pets: Only ordinary domestic pets and caged birds are allowed; farm, wild, or exotic animals are prohibited. Pets must be confined to the owner's property, walked on a leash, and feces must be picked up. Voice control is not permitted. Pima County Animal Control rules also apply.
- Parking & vehicles: Self-propelled vehicles only, max length 19'7". No trailers, RVs, boats, or outbuildings allowed on lots. RVs may be parked for loading/unloading up to 5 days per 30 days. Work vehicles are allowed if required for employment. All vehicles must be licensed and registered to the owner, parked in garage/carport/driveway or on the garage side. Street parking must comply with county restrictions.
- Architectural review: All new construction, exterior alterations, remodeling, walls, fences, awnings, sunshades, and landscaping that significantly changes appearance (including trees over 8 ft tall) require written approval from the Architectural Committee. Metal walls/fences are not allowed. Walls max 5 ft height (6 ft around pools). Construction must be completed within 180 days (extendable).
- Yard maintenance & weeds: Weeds must be removed; owners are responsible for their yard and half the alley behind. The Grounds Committee inspects, gives 30 days' notice to remove, then 7 days' final notice before fines. Trash containers must be screened when not out for pickup. Landscaping must not block sight lines at corners or sidewalks (trimmed 12" from sidewalk sides, 7 ft vertical clearance).
- Business & signs: No business may be conducted on any lot. Garage/yard/estate sales allowed up to 3 times per 12-month period, each up to 3 days. Signs limited: residential 'For Sale'/'For Rent' (max 2x3 ft), removed at closing; political signs (2 per lot, 2x3 ft max, up 45 days before election, removed 7 days after); as allowed by Arizona law, certain flags may be displayed per U.S. Flag Code.
- Assessments & enforcement: The Board sets assessments, fines, and fees per the Bylaws. No fine is assessed until the owner is notified and given 7 days to correct. Fines and assessments are collectible at sale/transfer if unpaid. Appeals are heard by the Board within 30 days. Delinquent amounts may become a lien on the lot. Disputes can go to mediation via Green Valley Council or Arizona Department of Real Estate.
