Eagle Palms is a single-family homeowners association (HOA) in Tampa, FL. These are the association's detailed rules and regulations, adopted in 2024, that apply to all owners, residents, tenants, and guests. They cover everything from leasing and parking to pets and pool use.
- Leasing & rentals: Leases must be for at least one year and the entire unit must be rented (no partial unit rentals). Owners must submit a lease application with a $75 fee, criminal background checks for all tenants over 18, and a copy of the lease. The association can deny a lease based on certain criminal convictions, and tenants must agree to follow all governing documents.
- Sale/transfer approval: Before selling or transferring a lot, owners must get written approval from the board by submitting a transfer application, a $75 fee, and criminal background checks for each prospective owner. The association can deny a sale based on certain criminal convictions, and any unauthorized sale is void.
- Parking & vehicles: All vehicles must be registered and display hang tags unless parked in a garage or driveway. On-street parking is for short-term visitors only (less than 14 days in 30). Long-term visitors (over 14 days) must use assigned long-term parking spaces for a $50/month fee, max 3 months per year. Violators may be towed without notice.
- Pets: No more than two common household pets per unit (fish excluded; no livestock). Dogs must be registered with the association and provide a saliva/DNA sample. Failing to clean up dog waste or register a dog can result in fines of $100 per day, up to $5,000.
- Pool & clubhouse: Pool hours are dawn to dusk; children 13 and under must be supervised by an adult. No pets, glass, food, or alcohol in the pool area. The clubhouse can be rented for private events (max 4 hours, 30 people) for a $75 fee plus a $125 deposit.
- Architectural review: All exterior changes (including landscaping, satellite dishes, and window coverings) must be approved in advance by the Architectural Committee and board. Unapproved modifications must be remedied at the owner's expense.
- Occupancy & guests: No more than three persons per bedroom may occupy a unit. Guests staying more than 14 days in any 30-day period are considered long-term visitors and must follow special parking rules.
- Enforcement & fines: The association can fine $100 per violation or $100 per day for continuing violations, up to $5,000. Fines over $1,000 can become a lien on the property. Owners are responsible for their tenants, guests, and invitees.
