The Meadows South is a single-family home community (not condos) in Titusville, FL. These Rules & Regulations consolidate rules from the community's Deed of Restrictions, Articles of Incorporation, and Bylaws, and also reference Florida statutes. They apply to both homeowners and their tenants.
- What you own & maintain: You own your house and lot, including walls, roof, exterior surfaces, and all buildings/structures on your lot. You must maintain the grounds (lawn, shrubs, trees, plants) and keep the lot free of overgrowth and rubbish. The association can enter and maintain your property if you don't, and will charge you for the reasonable cost.
- Fences: No fence in the 6-foot easement behind each unit. Interior unit fences can be 4-foot security or 6-foot privacy white vinyl; exterior fences can also be chain link. All fences need a 4-foot gate on the rear fence line for emergency access. Board approval is required, and the board has 30 days to respond.
- Roofs & exterior paint: Roof replacement is your responsibility. Approved shingle colors are limited (e.g., Owens Corning Oakridge Beachwood Sand, Tamko Desert Sand). Hurricane-resistant metal roofs are allowed with board approval. Exterior walls must be Meadow Gold paint, trim Bark Brown, and doors white or bark brown. Storm doors can be black, white, or bark brown.
- Land and property use: No structures of a temporary character as a residence. Only one professional 'For Sale' or 'For Rent' sign (max 5 sq ft) per unit. No commercial solicitation. Holiday decorations must be removed within 30 days after the holiday. Garage sales allowed 7 AM–7 PM on Fridays and Saturdays. Clotheslines are allowed if hidden from neighbors. Speed limit 10 mph. No UAVs (drones) flown by members or guests within the complex.
- Pets: Pets cannot run at large; owners must clean up droppings immediately and comply with city leash laws. Dogs cannot dig holes or bark excessively. Animal husbandry is prohibited. No numeric limit on pets is specified here (but the deed of restrictions may have one). Non-compliance is subject to fines (see fine schedule).
- Parking & vehicles: Each unit gets two on-site parking spaces for passenger cars and motorcycles. Commercial trucks, trailers, RVs, boats, ATVs are prohibited from overnight parking. No parking on association streets or grass. Vehicles must have current tags. Auto repairs limited to dead batteries and flat tires unless board approved. Violators risk towing at owner's expense.
- Leasing & rentals: Rental units cannot have more than four residents. Owners must submit tenant names and phone numbers in writing; failure results in a $100 fine per month (up to $1,000 per tenant). Owners are responsible for tenant compliance with all rules.
- Fees, fines, and liens: Monthly dues due by the 5th; late fees and interest begin after the 5th and 15th. Fines for violations are limited to $100 per day up to $1,000 per violation. The association can file a lien for unpaid fees or fines once they reach $1,000, and can foreclose. Specific fines are listed for nuisances (e.g., $25 for first off-leash pet, $50 for first speeding). A $100 fine per day for unauthorized reclaimed water system work.
