Hourglass Lake Estates is a single-family-home HOA in Venice, Florida. These Amended Covenants and Restrictions bind all lot owners in the subdivision and cover permitted uses, construction standards, property maintenance, and a minimum one-year lease term.
- Single-family use only: Each lot must be used solely for a single-family dwelling. No trade or business is allowed if it generates significant traffic, parking, signange, noise, or odor, or is otherwise incompatible with the residential character.
- Lot & dwelling requirements: Every lot must be at least 10,900 square feet. Only one single-family dwelling per lot, no detached accessory structures. Minimum ground floor area (excluding garage, porches, storage, patios) is 1,400 square feet. Maximum one story unless the Board approves otherwise.
- Setbacks, grading & drainage: Front setback: at least 25 ft from front lot line; side: 15 ft; rear: 20 ft (or 25 ft if rear borders a lake). Floor level must allow proper drainage and not increase drainage onto adjacent property. Grading plans need prior written Association approval.
- Architectural review & approvals: Plans for construction or material exterior alteration must be submitted to the Association for written approval (30 days to decide). Construction must be completed within eight months of commencement. Accessory structures must be attached; no separate outbuildings. All exterior walls must be cement block, stucco, wood, brick, or stone – no asbestos, asphalt, plastic, or metal siding.
- Parking & vehicles: Only passenger vehicles (trucks/vans up to 5,000 lbs) may be parked exposed. No commercial lettering or visible equipment storage. Vehicles over 5,000 lbs, campers, and boats must be enclosed in a garage. Outside parking limited to garages and driveways (or roads between 6 a.m. and 2 a.m.). The Association can grant a 5-day parking variance for visitors' RVs, but no living or hook-ups in them.
- Pets: Dogs, cats, and small indoor domestic pets allowed, but no commercial breeding. All animals must be leashed outside the home, and owners must pick up and dispose of excrement.
- Leasing & rentals: No lease for less than one year. Leases require prior written Association approval (application, fee, and screening based on credit, criminal record, etc.). Renewals or extensions need the same process. The lot owner is responsible for tenant compliance with these rules.
- Annual assessments & budget cap: Each lot pays a pro-rata share of Association expenses. Unless 30% or more of lot owners vote otherwise, the annual per-lot assessment cannot exceed $180. Unpaid assessments become a lien on the property.
