About HOAs in Maryland
Maryland community associations are governed by the Maryland Homeowners Association Act (Md. Code, Real Property §§11B-101 et seq.) for HOAs, the Maryland Condominium Act (§§11-101 et seq.) for condominiums, and the Cooperative Housing Corporation Act for cooperatives. Maryland law gives owners specific rights around access to governing documents, member meetings, board elections, and proxy voting, and HOAs must record their declaration and amendments with the county.
