What Mariner's Point Community Association, Inc.'s governing documents say
Mariner's Point Community Association is a homeowners association (HOA) governing single-family homes in Annapolis, MD. This document is the master declaration of covenants and bylaws that apply to all property owners in the community. It sets rules on property use, maintenance responsibilities, assessments, and the association's governance structure.
- What you own & maintain: Each lot owner maintains their individual lot, dwelling, and improvements. The association maintains the common areas (roads, walkways, recreational areas, storm drainage) and carries insurance on common property.
- Assessments & fees: Owners pay annual assessments and may be charged special assessments for capital improvements with 2/3 member approval. Annual assessments were initially $120 per year ($10/month). The board can increase assessments annually by the Consumer Price Index increase, and by more with 2/3 member vote. Failure to pay within 30 days adds 8% annual interest and may result in a lien on the property and foreclosure.
- Property use & restrictions: Lots are for residential use only. No noxious activities, temporary structures, or unregistered vehicles. Home occupations allowed only if permitted by zoning. No signs except one 4-square-foot for-sale or for-rent sign.
- Pets: Maximum of 2 dogs and/or cats per lot, kept only as domestic pets, not for breeding or commercial purposes. Pets must be leashed on common areas, registered with the board, and owners indemnify the association for any claims.
- Architectural review: Any building, fence, wall, or exterior alteration requires written board approval. The board decides within 30 days of submission. Fences must be behind the dwelling, no taller than 42 inches (up to 72 inches with board approval). Retaining walls also need consent.
- Parking & vehicles: No junk vehicles, unregistered cars, or heavy trucks. Small trucks and vans up to ¾ ton may be parked. No vehicle repair or maintenance on the property without board approval.
- Leasing & rentals: The document does not specify any lease term requirements, rental caps, or landlord obligations. Leasing appears permitted but is not addressed in detail.
- Board & governance: The board consists of 7 directors, with 3-year terms. Owners elect directors by secret ballot, one vote per lot. Annual meetings are held in May. Owners can vote by proxy. Quorum is 1/4 of voting members.
