Thousand Oaks is a single-family-home HOA in Parkville/Platte County, Missouri. The rules come from an original 1998 Declaration plus amendments (most recently an Amended and Restated Declaration recorded in 2022) that bind all lot owners. This is a standard suburban homeowners association, not a condominium, townhome, or age-restricted community.
- What you own & maintain: You own your lot and the single-family home on it. You must maintain the exterior of your home (doors, walls, windows, roof, patios, fences, etc.) at your own expense. The HOA maintains common areas (greenways, lakes, entrance markers, landscaping, sidewalks), street lights, the storm water system, and any dams/lakes within common areas.
- Assessments & fees: Every owner of an improved lot pays an initiation fee (currently $385, paid once by the first owner), an annual assessment (started at $375 in 1999, could be increased by the Board up to $500 without a vote through 2008; increases above $500 need 2/3 approval from 1999–2008, then 51% approval after that), and special assessments for capital improvements (requiring 2/3 member vote, except for street lights, storm water, and dam/lake maintenance, which the Board can levy without a vote). Assessments are a lien on the property and a personal obligation of the owner.
- Leasing & rentals: Rental of an improved lot is prohibited unless it's to the owner's immediate family (children, grandchildren, siblings, or parents). The maximum number of leased lots at any time is 5% of all improved lots. No short-term or transient rentals are allowed (any lease must be for the entire residence and for housing purposes only). Owners must get prior written approval from the HOA to lease and must deliver a copy of the lease. The HOA may grant hardship exceptions.
- Pets & animals: No livestock or poultry. Household pets (dogs, cats, etc.) are allowed but not for commercial purposes. No more than two dogs or two cats (or a combination thereof) per lot without the Architectural Control Committee's consent.
- Parking & vehicles: No trucks, commercial vehicles, boats, trailers, campers, or recreational vehicles may be customarily parked on any lot or street unless stored inside an enclosed garage or other approved enclosure. Temporary parking for pick-up/delivery/commercial services is allowed. No automotive repairs outside a garage. No overnight parking on streets. The 2022 amendment defines 'Commercial Vehicle' broadly.
- Architectural review: The Architectural Control Committee (ACC) must approve all building plans (floor plan, square footage, front elevation, staked lot plan) before any construction, alteration, fence, wall, patio, deck, or other structure is built. No chain-link fences are allowed. Exterior colors, roofing materials (composition shingles, weathered wood color with shadow blocking), and solar panels/wind turbines require ACC approval. The ACC has the power to deny or condition approval.
- Leasing restrictions (short-term rentals): No improved lot may be used for transient or short-term rental (occupancy less than 30 days). The 2022 amendment specifically bans 'Short Term Rental' and defines 'Transient' as staying fewer than 30 days.
