Wynd Crest is a single-family residential HOA in Johnston County, North Carolina, governed by a Declaration of Covenants, Conditions, and Restrictions. This document applies to all lot owners and establishes the HOA, assessments, architectural controls, and use restrictions.
- Assessments & fees: For 2023, the maximum annual assessment is $25 per undeveloped lot and $180 per living unit (a completed home owned by someone other than the builder). Annual assessments can increase up to 110% of the prior year without a full membership vote. A working capital fund equal to at least two months' assessment is collected at the closing of each home sale.
- Architectural review: All buildings, fences, signs, and exterior alterations require prior written approval from the Declarant (or an architectural review board after Declarant control ends). Approval can be denied for purely aesthetic reasons. If no decision is made within 60 days of a written request, approval is deemed waived.
- Land use & building type: Lots are for single-family residential use only. Only one detached dwelling (max 2.5 stories) and a private garage for up to 3 cars are allowed, plus approved accessory buildings. Minimum main structure area is 1,200 square feet (excluding porches, garages, etc.). Mobile homes, manufactured homes, and modular homes are prohibited.
- Pets & animals: No more than 3 dogs or cats per lot, and up to 3 hens (no roosters) are allowed. Pets must be kept in an approved fenced enclosure, not chained, and must be leashed when off the owner's property. No commercial breeding or 'runs' are permitted.
- Parking & vehicles: No trucks, trailers, junked, dismantled, wrecked, unregistered, or abandoned vehicles may be parked on lots without approval. Recreation vehicles and boats may only be parked in the rear yard. Street parking may be restricted by the Declarant or Johnston County. All-terrain vehicles, dirt bikes, and go-carts are not allowed on streets or lots.
- Fences & structures: Fences require written approval, must be structurally sound, and cannot exceed 6 feet in height. Chain-link fences are prohibited except black chain-link. Accessory buildings (e.g., detached garages, storage sheds, dog houses) require approval, cannot be metal, and must use approved exterior materials.
