This is a 2010 amendment to the Declaration of Restrictive Covenants for Harvest Ridge, a single-family home HOA in Johnston County, NC. It replaces the architectural standards and fence rules, so it binds all lot owners in the subdivision. If you're buying, building, or renovating a home here, this tells you exactly what exterior changes require approval and what materials and sizes are allowed.
- Architectural review (new construction & exterior changes): All new construction, modifications, or additions that change the exterior (including staking, clearing, grading, sheds, decks, fences, driveway extensions) require written approval from the HOA board or a designated committee before starting. Plans, material samples, and other details must be submitted; work can't begin until you receive written approval.
- New home construction standards: New homes must be one-family, stick-built on site (no modular or manufactured). Minimum heated/cooled square footage: 1,800 sq ft for one-story, 2,100 sq ft for two-story. Must have a crawl space, brick foundation, architectural shingle roof, vinyl siding in earth tones, white vinyl trim, white or black gutters, a fireplace, a screened/covered porch or deck (deck at least 12x10 ft), and a double garage with a 16-ft wide white door with windows on the top panel only.
- Fences: Fences require HOA approval. Allowed types: a 4-ft high black chain link fence or a 4-6 ft high white vinyl fence. No hedges in lieu of a fence, no walls (except decorative landscaping walls approved by the board). Fences can run from the front or back corners of the house, within 1 ft of side/back property lines. Dog kennels/pens must be concealed behind the fence line.
- Tree planting: You can plant trees without HOA approval, but you need signed consent from all adjoining neighbors (including across the street) on a sketch showing locations and tree types. If you can't get neighbor approval, you can request a vote by the board or the association. Keep the signed record and provide a copy to the board upon request.
- Driveways: Driveways must be transit mixed concrete, gray in color. No asphalt or gravel (gravel only during construction). Alternate materials for replacing an existing driveway may be considered by the board.
- Setbacks & lot maintenance: Buildings must meet setbacks from the recorded plat and Johnston County standards (front: 30 ft; corner lots: 25 ft from one street and 35 ft from the other; interior side: 15 ft; back: 10 ft). Lots must be kept mowed, weeded, and free of debris.
- Enforcement & liability: Work done in violation can be ordered removed or brought into compliance at the owner's cost, with costs assessed as a special assessment. The HOA's approval is for aesthetics only—it doesn't guarantee structural integrity, drainage, or code compliance. Construction must be completed within one year of approval unless a written variance is granted.
