North Topsail Shores Lot 31 Townhomes is a two-unit townhome community in Sneads Ferry, NC, governed by a master declaration and bylaws. Each owner owns their unit (above-ground structure) individually, while the land below is owned by the association or unit owners as tenants in common. The association maintains common areas and carries master insurance, funded by assessments. These rules apply to unit owners and their tenants.
- What you own & maintain: You own your unit (the above-ground structure from ground up to roof) individually. The land below is owned by the association or unit owners as tenants in common. You are responsible for exterior maintenance and repair of your unit, including termite contracts. The association maintains common areas and may step in if you fail to maintain, charging you as an assessment.
- Leasing & rentals: You may lease your unit, but the lease must be for the entire unit (no subdivision). There is no minimum lease term, and vacation rentals are allowed. Tenants must follow all rules. The association can limit or prohibit owner use of recreational facilities during rental periods. The board may adopt rental policies, but cannot create a rental pool, fix rates, or require an exclusive agent.

- Parking & vehicles: On-street parking is prohibited except for temporary gatherings. No vehicle over 7,000 lbs empty weight, motor homes, or buses may park overnight except in an enclosed garage. Guests may park such vehicles for up to 7 days per year. No vehicle repairs or storage on blocks outside an enclosed garage.
- Assessments & fees: Annual and special assessments are levied per unit. Special assessments for capital improvements require 51% member approval, except for insurance-related assessments. Assessments are due when billed; delinquent assessments accrue interest and late fees, and the association can file a lien or foreclose. The association can also fine owners for rule violations.
- Home businesses: Business activities are allowed within your unit if not detectable from outside, conform to zoning, do not involve regular client visits or solicitation, and are consistent with residential character. Leasing is not considered a business.
