Starlight Pines Ranchettes is a single-family home subdivision in Coconino County, Arizona, governed by a homeowners' association (HOA). The Declaration of Covenants, Conditions and Restrictions (CC&Rs) runs with the land and binds all lot owners, their tenants, and guests. This is a standard HOA rulebook for a rural residential community.
- Permitted use & occupancy: Lots are for single-family residential use only. A single family is defined as one or more persons related by blood, marriage, or adoption, or up to three unrelated persons living together as a household. No business, commercial, or industrial activity is allowed on any lot.
- Architectural review: All exterior improvements, alterations, fences, driveways, and even tree removal (trees larger than 2 inches in diameter) require prior written approval from Declarant or the Architectural Committee. A $500 cleaning and damage deposit is required at plan approval. Construction must be completed within nine months of starting.
- Animals & livestock: A reasonable number of domestic pets or horses are allowed, but not for commercial purposes. Swine and geese are specifically prohibited. Horse corrals must be metal with round posts and rails, not exceeding 60 inches in height.
- Parking & vehicles: No mobile homes or manufactured homes. Unlicensed vehicles must be parked in an enclosed garage. Motor homes, boats, RVs, trailers, and trucks larger than 3/4 ton cannot be kept on any lot if visible from neighboring property, except for deliveries or approved construction. All vehicles must be properly licensed.
- Assessments & fees: Annual and special assessments are levied equally on all lots for association expenses. Delinquent assessments accrue interest at 15% per year plus collection costs and attorney's fees, and can become a lien on the lot, superior to all but taxes and first mortgages. Personal liability for assessments attaches to the owner at the time the assessment arose.
- Maintenance responsibilities: The association maintains common property (landscaping, streets, drainage). Each owner is responsible for maintenance, painting, and repair of all structures on their lot. If the board finds a breach, they may give 30 days' notice and then perform the work themselves at the owner's cost, plus interest and lien.
- Signs: Signs are generally prohibited except: required legal signs; up to two residential identification signs (combined area no more than 72 sq in, with address numbers at least 4 inches high); one job sign during construction (max 18x24 inches); and signs approved by Declarant or the Architectural Committee.
