What Strawberry Hill Village and Racquet Club Improvement Association's governing documents say
Strawberry Hill Village is a standard homeowners' association (HOA) in Arizona, governed by an improvement association. This document is a partial policy covering only the enforcement and fines for CC&R violations—not the full rules themselves. Owners and tenants should read the full CC&Rs for all community restrictions.
- General violations: fines & process: General violations get a 14-day cure notice. First violation: $71 fee ($50 penalty + $15 certified mail + $6 letter). Second notice: another $71, with warning of $121 if not cured. Third notice: $121, with warning of $171 per subsequent inspection. After third notice, each re-inspection adds $171.
- Architectural violations: fines & process: Architectural violations have higher fines. First notice: $146 ($125 penalty + $15 + $6). Second: $146, warning of $196. Third: $196 (stated as $175 + fees in text, but totals $196), warning of $271 per subsequent inspection. After third notice, each re-inspection adds $271.
- Abatement period & first-notice reset: If 180 calendar days pass without the same violation, the next violation letter starts over as a first notice.
- Health, safety & welfare exceptions: Violations threatening health/safety/welfare (e.g., trash, fire risk, escaped pet, blocked road) may bypass the notice process and allow immediate action.
- Self-help & cost recovery: The Association may enter the property to fix violations and bill the owner for all costs, including maintenance and repairs.
- Owner hearing rights: Owners can request a hearing before the Board within 30 days of the first notice. If a hearing is held, the Board's majority decision is binding.
- What this document doesn't cover: This is only the enforcement and fine policy. It does not list the actual CC&R rules (e.g., pet limits, leasing restrictions, parking, architectural standards). Those are in a separate governing document.
