Sunrise Hills is a single-family home HOA in Contra Costa County, CA. These Rules and Regulations supplement the Association’s CC&Rs and Bylaws—they apply to both owners and residents (tenants) and cover pet limits, parking, leasing terms, use of common areas, and more. If there’s a conflict, the CC&Rs or law take precedence.
- Pets & animals: No more than 2 common household pets (dogs, cats, birds) per lot, plus a reasonable number of small caged pets or aquarium animals. Dogs must be leashed in common areas. No outdoor pet structures or feeding stations; no feeding of wild animals. Pet waste must be immediately cleaned up.
- Architectural review: Any exterior modification (fence, paint, structure, landscaping, etc.) requires written approval from the Architectural Review Committee. Common items like antennas, solar systems, EV chargers, and flags are addressed in the separate Architectural Rules.
- Leasing & rentals: A lot must be owner-occupied for at least 12 months before renting. Leases must have an initial term of at least 1 year, be in writing, and include provisions that the tenant must follow the Governing Documents. No subletting, no transient/hotel rentals, and owners must provide tenant contact info and a copy of the lease (with financial terms redacted) to the Association.
- Vehicles & parking: Maximum 4 vehicles per lot. Garages are the primary parking—must be kept functional for parking. Oversized vehicles (campers, RVs, boats, commercial trucks) generally may not be parked outside the garage; temporary loading/unloading allowed for up to 8 hours with some exceptions. No washing or major repairs on common area. Towing of violators is authorized.
- Use of common area & pool: Common area use (clubhouse, pool, etc.) is limited to residents and their accompanied guests. Pool hours 9am–10pm; no lifeguard; children under 16 must be with an adult; no pets (except service animals); no diving, glass, alcohol, smoking, or nudity. Each resident may bring up to 3 guests at once.
- Use of lots & home businesses: Lots are for single-family residential use only. Home businesses are allowed only if they are incidental, have no external evidence (signs, traffic), and comply with zoning. Family day care and residential care facilities are permitted per the CC&Rs. No outbuilding may be used for human occupancy.
- Prohibited conduct & nuisances: No unlawful, noxious, or offensive activities; no unreasonable noise (including dog barking); nothing that increases insurance rates. Owners are liable for violations by their tenants, guests, or pets.
