Barcelona in McKinney is a homeowners association (HOA) in Allen, TX. These are the association's policies on enforcement of rules and collection of assessments. They bind all homeowners within the community.
- Rule enforcement & fines: Violations are handled through a graduated fine structure: first fine up to $50, second up to $75, third up to $100, fourth and subsequent up to $500 per occurrence. For incurable violations (e.g., safety threats, fireworks, garage sales), fines can be immediate without a cure period. Owners get at least 14 days to cure before fines start, and can request a hearing within 30 days.
- Collection of assessments & late fees: Annual assessments are due January 1. Late charges of at least $25 per month apply, plus interest at 18% per annum. Returned checks incur a $25 fee.
