Abram Estates (also referred to as Bel Air on Abram) is a single-family home community in Arlington, TX, governed by a homeowners' association (HOA) through a full Declaration of Covenants, Conditions, and Restrictions. Additionally, certain homes are subject to a separate affordability deed restriction under the Homebuyer Equity Leverage Partnership (HELP) program, which imposes income limits and resale price caps. This guide covers the HOA rules and the affordability covenant.
- HOA assessments & fees: All residential lot owners pay an Initiation Fee of $300 to the association upon purchase, plus monthly Regular Assessments set by the board. Commercial lots are assessed double. Special assessments may also be levied for major repairs or unexpected expenses.
- Architectural review: Any exterior changes, construction, or landscaping on your lot require prior written approval from the Architectural Control Committee (ACC) under the adopted Architectural Guidelines.
- Common areas & maintenance: The association maintains all common areas (green spaces, drainage facilities, and other shared amenities). Owners are responsible for maintaining their own lot per a Maintenance Responsibility Chart.
- Resale restrictions: During the first year after your purchase from the declarant (builder), you may not resell your residence unless the sale complies with specific conditions set by the declarant. Additionally, if your home is covered by the HELP deed restriction, resale must be to a low- or moderate-income household at a price limited by the direct subsidy amount.
- Affordability covenant: If your home is subject to the HELP deed restriction (recorded separately), it must remain affordable for a specified retention period. Sale, transfer, or refinancing during that period requires notice to the Federal Home Loan Bank of Dallas, and the property must be sold to a low- or moderate-income household.
