This is a set of three ancillary resolutions for the Burleson West Bend South Homeowners' Association, a single-family HOA in Johnson County, Texas. They are not the full rulebook but rather specific add-ons: one sets rules for security measures, religious displays, and swimming pool enclosures; another establishes architectural review procedures; and a third governs how the HOA bids out service contracts over $50,000. These rules bind homeowners in the community.
- Security measures: Homeowners may install security cameras, motion detectors, and similar measures on their own property, but perimeter fencing must be approved by the architectural committee and, if enclosing the front of the lot, must be black wrought iron or equivalent, no more than 4 feet high.
- Religious displays: Homeowners and residents may display religious items on their lot or dwelling if motivated by sincere religious belief, not a public health/safety threat, not patently offensive, and not on common areas or attached to traffic devices, utility fixtures, etc. Approval is encouraged but not required.
- Swimming pool enclosures: Pool enclosures must be transparent mesh in metal frames, black in color, no more than 6 feet high, and designed to be non-climbable. They must meet state/local safety requirements, and any deviation from these specs requires prior architectural committee approval.
- Architectural review: All new residences or structures require written approval from the Architectural Control Committee. The committee must act within 30 days of a complete application, and denials must be in writing with reasons and notice of the right to appeal to the board within 30 days. The board must hold a hearing within 30 days of the appeal request.
- Contract bidding: The HOA must solicit competitive bids for any service contract expected to cost more than $50,000, with at least three bids from qualified vendors. Exceptions exist for emergencies, single-source situations, or warranty concerns. Contracts with board members or related parties require special procedures and disclosure.
