Hillstead is a single-family homeowner association (HOA) in Lavon, TX. The following documents are policies that supplement the main Declaration of Covenants, Conditions, and Restrictions. They detail how the HOA handles records, collections, rule enforcement, and member access to information.
- Assessments & late fees: Annual maintenance charges become delinquent 30 days after due date. Owners get a 45-day cure period before further collection action. A payment plan is available for delinquent amounts with a minimum term of 3 months. Late fees and administrative costs may apply.
- Violations & fines: For curable violations, the HOA sends a demand letter with a 30-day cure period and hearing right. Fine schedule: first notice $50, second $100, third $200, subsequent $200. For uncurable or health/safety violations, fines may be imposed after a demand letter and hearing.
- Rules enforcement & hearings: Owners may request a board hearing within 30 days of a demand letter. The HOA must provide a hearing packet at least 10 days before. Owner must submit evidence 5 days before. Board must rule in writing within 30 days of hearing.
- Access to HOA records: Owners can inspect and copy HOA records. Standard paper copies cost $0.10 per page. Labor charge of $15/hour for searches over 50 pages. Records must be produced within 10 business days (or 15 if delayed).
