What Eldorado Homeowners Asso's governing documents say
Eldorado Homeowners' Association (McKinney, TX) is a single-family home HOA. This document is the Association's By-Laws, which govern how the HOA is run — board elections, meetings, committees, and enforcement. It does not contain the full list of property-use rules (those are in the Declaration of Covenants & Restrictions).
- Board of Directors & Meetings: The Board must meet at least 4 times per fiscal year. Directors serve 2-year terms. Quorum is a majority. Special board meetings require at least 72 hours' notice.
- Assessments & Liens: Each lot owner must pay assessments. If unpaid for 30 days after due date, the amount is delinquent and accrues interest at 10% per year. The Association may foreclose its lien.
- Architectural Review: The Property Modification Committee must approve any exterior modification. Applications require site plans, floor plans, elevations, materials/colors, and a construction schedule. Construction must begin within 3 months of approval.
- Enforcement & Hearings: Violators get a written notice with a 30-day window to request a hearing. The hearing is held within 30 days of the request, and the Board must act within 10 days after the hearing. The violator may appeal a committee decision to the Board within 10 days.
- Committees: Standing committees include Covenants Committee (hearing tribunal), Property Modification Committee, Communications Committee, and Landscape/Beautification Committee. The Covenants Committee has 5–7 members.
- Records & Inspections: Members may inspect the Association's books, records, and meeting minutes at reasonable times. The Board must provide an annual financial report within 120 days after fiscal year-end.
- Annual Meeting & Voting: The annual meeting is held within 90 days after the fiscal year end (fiscal year is Jan 1–Dec 31). Each lot owner gets one vote per lot. Proxy voting is allowed; proxies expire after 11 months.
