This is an amendment to the bylaws of Aspen Park Homeowners Association, Inc., a single-family HOA in Broken Arrow, Oklahoma. It updates the association's governance rules, including membership, meetings, officers, voting, and committees. This document is a partial rulebook—it amends the original 1993 bylaws and does not contain the full set of community rules (e.g., architectural standards, property use restrictions).
- Membership & dues: Membership is limited to lot owners in Aspen Park Addition who are successors to the original dedication or who have filed a Lot Declaration committing to mandatory membership. Annual dues are payable May 1, with the fiscal year running May 1 to April 30; dues are prorated quarterly for lot sales.
- Meetings & voting: An annual meeting is held in April; notice must be given at least five days prior. Each lot has one vote regardless of the number of owners. Absentee voting by proxy is allowed. A majority of Board members present constitutes a quorum for Board meetings.
- Board & officers: The Board has a minimum of seven members, each serving one-year terms with no term limits. Officers (President, Vice-President, Treasurer, Secretary) must be members and also serve as directors. Only one officer or director per household is allowed at a time.
- Committees: Standing committees include Membership, Restrictive Covenants, Beautification, Social, and Security. The Restrictive Covenants Committee screens building plans and handles covenant violations; complaints must be in writing and the Board must respond within 45 days.
- Non-member participation: Non-member lot owners and adult tenants may voluntarily support the association by paying annual dues (preferably matching member dues) and attending meetings, but they have no voting rights, cannot make motions or nominations, and cannot serve as officers or directors.
