This is the Design Code for The Estates at Sand Hollow Resort, a custom-home subdivision within a larger resort community in Hurricane, Utah. It is a detailed architectural and construction rulebook for lot owners who are building a new home, not a full set of HOA rules for daily living. The rules bind lot owners, their builders, and contractors during the design, construction, and completion phases.
- Architectural review: All new construction, modifications, and rebuilds must be approved by the Architectural Control Committee (ACC). Plans must be prepared by a licensed Utah architect and submitted with fees and deposits. The ACC may approve, disapprove, or table applications; decisions are subjective and based on aesthetic harmony with the desert resort.
- Permitted architectural styles: Only Southwestern, Pueblo, Santa Fe, and compatible contemporary styles are allowed. Colonial, Revival, Georgian, Tuscan, French Country, and other non-desert styles are prohibited. Two-story homes are banned; roofs must be predominantly flat with a maximum 4:12 pitch.
- Exterior materials & colors: Natural materials like stucco, stone, and heavy-dimension wood are required. No brick, siding, barrel tiles, white window frames, white exterior doors, or high-gloss/reflective finishes. Colors must be earth tones from the Sand Hollow palette; samples must be submitted for ACC approval.
- Setbacks & building size: Minimum building footprint for a custom home is 3,500 sq. ft. Setbacks: 20 ft. front, 20 ft. street side, 15 ft. interior side, 20 ft. rear. Garage setback varies from 25 to 40 ft. depending on door size. Two-story homes are prohibited; maximum height is 15 ft. for one-story, with limited exceptions for roof mass and chimneys.
- Builder & contractor requirements: Only the Official Builder or an approved Premium Builder may construct the home. Owner-built homes are allowed only if the owner is an Approved Premium Builder. Contractors must be licensed and insured in Utah, and the ACC can exclude substandard subcontractors.
- Construction timeline & fines: Construction must be substantially completed within 24 months of lot purchase or 12 months of start, whichever applies. Failure results in daily fines. Temporary facilities like dumpsters, toilets, and trailers must be approved and removed after occupancy.
- What this document doesn't cover: This Design Code does not cover routine HOA rules for homeowners (e.g., leasing, pets, noise, parking after construction is complete). It is an architectural and construction guideline only, applicable during the building process.
