This is the governing declaration for Spring Creek Ranch, a planned residential community in Lehi, Utah. It establishes a homeowners association (HOA) for single-family homes and binds all lot owners. - What you own & maintain: You own your lot and the dwelling on it. You must maintain the interior and exterior, including lawns, sidewalks, fences, and exterior doors/windows. The association maintains common areas like landscaping along public rights-of-way (except those fronting lots) and some fencing.
- Architectural review: Any exterior alteration, painting, or new construction (beyond the original approved design) must first be approved by a 3-member Architectural Committee. Plans are deemed denied if you don't get a written response within 45 days of submitting all required materials. The rules must follow Lehi City ordinances.
- Pets: No more than two usual household pets (dogs, cats, birds) are allowed per dwelling. Pets must be kept under control, on a leash in common areas, and cleaned up after. They cannot be bred or kept for commercial purposes. The board may adopt additional rules about where pets can go and may ban aggressive animals.
- Parking & vehicles: Boats, trailers, RVs, trucks, and commercial vehicles must be stored inside a garage or behind a fence. No vehicle maintenance (except car washing in driveway) is allowed outside. Only licensed vehicles may be operated on streets; off-road vehicles are not allowed on trails or in environmentally sensitive areas.
- Leasing & rentals: You may rent your unit, but you must give written notice to the association (or its manager) before renting. Tenants must sign and agree to follow the governing documents. There is no minimum lease term stated in this document.
- Assessments & fees: Each lot pays regular assessments set by the board, plus up to $10/month for habitat conservation. Annual increases are capped at 20% without a majority vote. Extraordinary assessments (e.g., capital repairs) are limited to 10% of the budget unless 60% of owners approve. Late payments incur a $20 late fee and may lead to liens or foreclosure.
- Signs, flags & outdoor items: Signs (including for-rent signs) are banned unless approved by the board.
