About HOAs in Vermont
Vermont community associations are governed by the Vermont Common Interest Ownership Act (VCIOA, 27A V.S.A.) for associations created on or after January 1, 1999, and by older statutes for pre-VCIOA condominiums. VCIOA sets detailed requirements around the declaration, bylaws, member meetings, board elections, access to records, and proxy voting. Each Vermont association also adopts its own rules and amendments.
