- What this document covers: The Bylaws describe the Association's internal governance: a nine-member Board of Directors elected by members, annual member meetings, monthly board meetings, and the powers to maintain Common Area amenities (docks, tennis courts, jogging paths) and adopt rules for their use.
- Assessments & liens: Each owner must pay annual and special assessments. Unpaid amounts become delinquent after 30 days, bear 8% annual interest, and the Association can sue the owner personally or foreclose its lien, adding costs and attorney's fees. Non-use of Common Area or abandoning the lot does not excuse payment.
- Voting & membership: Owners of lots are members. A quorum for member meetings is 1/10 of the votes of each class of membership. Proxies are allowed. Directors serve three-year staggered terms, and cumulative voting is not permitted.
- Rule enforcement & penalties: The Board can suspend a member's voting rights and recreational facility use for non-payment of assessments. For rule infractions, rights can be suspended after notice and hearing for up to 60 days.
- What this document doesn't cover: The Bylaws do not cover specific homeowner rules: lot use restrictions, architectural review, parking, pets, leasing terms, or noise. Those are in the separate Declaration and any Board-adopted rules.
