What White Mountain Lake Vistas HOA's governing documents say
This document is the governing Bylaws for the White Mountain Lake Vistas Homeowners Association (also known as Juniper Ridge Golf Villas), a standard single-family HOA in Arizona. It establishes how the association is run: meetings, voting, board of directors, officers, and committees. These rules apply to all present and future lot owners and occupants.
- Voting & membership: Each lot owner becomes a member automatically and gets one vote per lot owned. Proxy voting is not permitted; only in-person, absentee, or electronic voting (as allowed by Arizona law) is allowed. Voting rights are suspended if assessments are unpaid for 15+ days.
- Board of directors & officers: The board has 3 to 7 directors, each serving a 2-year staggered term. Directors must be owners or spouses. Officers (President, VP, Secretary, Treasurer) are elected annually by the board and must also be board members. No director or officer receives compensation, but expenses may be reimbursed.
- Meetings & quorum: Annual member meeting in June, with at least 15 days written notice. Quorum for member meetings is 25% of total votes. Board meetings require a majority of directors; at least two regular board meetings per year. All board meetings are open to members except closed sessions allowed by law.
- Architectural committee: An Architectural Committee is appointed by the board, with the chair being a board member. The committee reviews and approves architectural plans for improvements on lots, as detailed in the Declaration.
- Record inspection: Members may inspect the association's books, records, bylaws, and declaration upon written request. The association must allow inspection within 10 business days during reasonable hours. Copies can be made at the member's expense.
- What this document doesn't cover: These Bylaws focus only on governance structure. They do not contain the actual use restrictions, maintenance responsibilities, pet rules, lease restrictions, architectural standards, or assessment amounts. Those are found in the Declaration of Covenants, Conditions, and Restrictions (CC&Rs), which take precedence over these Bylaws.
