2024 Annual Property Owners meeting was held on September 29th at 2pm. Location: First Baptist Church in Hempstead TX.
Brief Meeting Summary: Meeting started at 2:14pm and quorum was met.
HOA President introduced board members. RPOA Board Members Kelly Baudat, President; LaRae Nelson, Treasurer; Crystal Dietert , Vice President; Larry Hope , Second Vice President; Alyson Cupp , Secretary.
Welcome d new residents!
Brian and Kimberly Teutsch at 40 Riverwood Ln Jaime R Gonzalez and Nelly Gonzalez at 66 & 68 Windmill Jeanette Snow at 48 Windmill.
Corrections to last year’s meeting notes requested by Yolanda Moore. New Residents listed should have represented Bruce McCarty and Yolanda Moore as the residents for 76 Windmill.
HOA attorney Shawn McKee was present and introduced.
Fence along FM 1887 – was Repaired by Red Robin Fencing and painted by Luna Painting .
Trees & Culverts -Waller County Road and Bridge will be trimming trees in the roadway and cleaning culverts but are behind schedule.
HOA compliance Update: Retained HOA lawyer to assist with governing documents and laws. Reinstated RPOA Charter with Secretary of State , Filed bylaws with Waller County .
Website created. Board proposed completion of mandatory items and it was unanimously approved by Residents attending: Record Retention/ Access policy , Collection Letter Changes, Fining/ Enforcement Policy, Bidding Policy, By law update . To enforce both deed restrictions and bylaws.
ByLaw committee to be established. Anthony Pulci at 61 Windmill and Janet te Snow at 48 Windmill volunteered to be a part of the committee.
Treasurer's Report: $ 38k in fund. We have 5 homeowners who are significantly behind on RPOA dues . Electronic payment option will be available through Zelle . 2025 dues per lot

2025 budget was presented and approved Community picnic in April . Further details will be set based upon interest level.
