What Park View on Center's governing documents say
Park View On Center is a single-family residential community in Mesa, Arizona — you own your individual lot while the homeowners' association maintains the common areas and enforces design standards, funded by annual per-lot assessments.
- What you own & maintain: You own your individual lot and must keep buildings in good repair. The association maintains all common areas and front-yard landscaping (pre-installed and cannot be altered by owners). You are solely responsible for side and rear yard landscaping.
- Assessments & fees: Annual assessment is $592 per lot, payable quarterly in advance (as of 1998). After 2000, assessments automatically increase each year by whichever is greater: 5% or the Consumer Price Index rate. Unpaid assessments accrue 12% annual interest and create a lien on your lot.
- Architectural review & exterior changes: Any change to your property's exterior—color, materials, fences, additions, or landscaping—requires written approval from the Architectural Committee. If the committee doesn't respond within 30 days, your proposal is automatically approved. Basketball standards visible from neighboring properties are strictly prohibited.
- Parking & vehicles: On-street parking is prohibited; all vehicles must be parked in garages, carports, or residential driveways. Motor vehicles over 1 ton, boats, trailers, mobile homes, and aircraft cannot be parked or stored if visible from neighboring property. Guest parking is limited to areas designated by the association.
- Landscaping & yard rules: Front-yard landscaping is installed and maintained by the association and cannot be altered by owners. Homeowners must maintain side and rear yards, keep lawns trimmed, and remove dead plants. Trees and shrubs cannot overhang more than 12 feet into common areas or neighboring property.
- Pets: A reasonable number of domestic house pets are allowed, provided they do not create unreasonable noise or nuisance. Structures for animal care or housing must not be visible from neighboring property.
- Use restrictions: Property is restricted to single-family residential use; no business, profession, or trade can operate from your lot. Lots cannot be subdivided, and no temporary buildings or vehicles may be used as residences.
- Leasing: You may lease your lot to a single family, and lessees can use common areas. However, renters are not voting members of the association and must comply with all restrictions in the Declaration.
