Adobe Highlands is a single-family residential homeowners association in Phoenix, AZ, with approximately 403 individually owned lots and common areas managed by the Association. Lot owners pay annual assessments (which increase annually based on inflation) to maintain shared facilities and support community governance, and must comply with architectural and use restrictions enforced by the Architectural Committee.
- What you own & maintain: You own your individual single-family lot and home. The Association owns and maintains the common areas (Tracts A–I), funded by member assessments.
- Annual assessments & fees: Assessments increase annually by the greater of 5% or the prior year's Consumer Price Index, plus automatic increases for utility and insurance rate changes. Initial homebuyers pay a one-time Capital Reserve Fee equal to one-sixth of the current annual assessment; subsequent buyers pay a transfer fee set by the Board. Increases beyond the annual formula require a 2/3 member vote.
- Leasing & rentals: Leases must run at least 30 days. A copy of the lease agreement must be provided to the Association, and the lease must require the tenant to comply with the Declaration and all Association rules.
- Architectural review & exterior changes: No exterior structure (detached garage, gazebo, guest quarters, antenna, fence, etc.), color, landscaping, or utility work may be done without Architectural Committee approval. Landscaping must be installed within 180 days of purchase. The Committee has 45 days to approve or deny; no response equals automatic approval.
- Pets & animals: Only a reasonable number of house or yard pets are allowed. Pets must not create unreasonable noise or nuisance, and any pet housing structures must not be visible from neighboring properties.
- Parking & vehicles: Motor vehicles exceeding 1 ton capacity, mobile homes, trailers, boats, and aircraft cannot be parked or stored so as to be visible from neighboring property. Exception: pickup trucks up to 1 ton (height ≤7 feet) and mini motor homes (≤7 feet height, ≤18 feet length) may be parked in garages or on driveways.
- Delinquent assessments & enforcement: Assessments unpaid 15 days after the due date incur a late charge of the greater of $15 or 10% per annum interest. The Association can place a lien on the lot and, if delinquency continues, foreclose; court costs, attorneys' fees, and collection costs are recoverable.
