What Estrella Mountain View's governing documents say
Estrella Mountain View is a single-family residential HOA community in Laveen, Arizona, with a distinctive equestrian character where lot owners maintain their individual homes and may keep horses. The association maintains common areas, streets, and gates while enforcing design and use standards.
- Equestrian use & horses: Up to three horses per lot are permitted; facilities must be maintained clean and orderly. No swine, livestock other than horses, fowl, peacocks, geese, or wild animals are allowed. Reasonable numbers of dogs, cats, birds, reptiles, or fish are allowed as household pets if they don't create a nuisance.
- What you own & maintain: You own your individual lot and residential home; you must maintain your property in a neat, sightly condition, clear of weeds and trash. The association maintains common areas, streets, gates, and enforces community standards.
- Building & construction: New homes must have a minimum of 2,350 sq ft of livable area, tile or stucco roofs, and a minimum 3-car garage (not facing the street). Design, location, and materials require Board approval before construction begins; homes must be completed within 90 days of contract.
- Vehicles & parking: Recreation vehicles, campers, boats, horse trailers, and similar must be kept in enclosed garages or screened from neighbors' view. No more than three personal vehicles may park in a driveway for periods exceeding 30 days. Vehicle repair and servicing must occur only inside enclosed garages.
- Leasing & rentals: Renting your lot requires prior written consent from the Association. Minimum lease term is 30 days. The association can enforce the community rules and lease terms against tenants.
- Home businesses: Home-based businesses are allowed if they are not apparent or detectable by sight, sound, or smell from outside the home, comply with zoning, and don't create a nuisance or threaten the residential character.
- Assessments & fines: Annual assessment is $600 per lot (subject to Board changes); assessments cannot increase more than 20% year-over-year without member approval. The Board can levy reasonable fines for rule violations; unpaid assessments and fines create a lien on the property.
- Architectural review & design approval: All structures, garages, fences, and exterior modifications require prior Board approval of design, location, and materials. If the Board does not respond within 30 days, approval is deemed granted if the design is in harmony with existing structures.
