Highline Groves is a single-family home HOA in Phoenix, AZ. The Declaration of Covenants, Conditions & Restrictions (CC&Rs) bind all current and future lot owners. It establishes a homeowners association, architectural committee, and use rules for the subdivision.
- What you own & maintain: You own the lot and detached single-family residence. You must maintain your residence and yard in good repair. The association maintains the common area (tracts A–E) and has the right to enter your lot for landscaping if you fail to do so.
- Architectural review: All exterior improvements, including construction, alterations, repainting, landscaping, and fences require prior written approval from the Architectural Committee. Approval is deemed granted if the committee does not act within 60 days of a complete application. New homes must have at least 3,000 sq ft interior (excluding garage) and be at least 2,500 sq ft total.

- Pets: Common household pets (dogs, cats) are allowed in reasonable numbers as determined by the Architectural Committee. No commercial breeding, and pets must be fenced or leashed. Structures for animals must not be visible from neighboring property.
- Parking & vehicles: No trucks, RVs, boats, or commercial vehicles may be parked visible from neighboring property or on streets overnight. All vehicles should be parked in garages or driveways. Inoperable vehicles are prohibited. Towing is at owner's expense.
- Assessments & fees: Annual assessments are levied equally per lot, with a maximum of $600 initially, increasing annually by the greater of 5% or CPI, up to 20% per year without owner vote (majority approval needed above 20%). Special assessments require 2/3 vote. A $250 reserve fee is due from the first purchaser after construction. Transfer fees are set by the board.
