Leisure World Plat Twenty-One is a 55+ adult community in Phoenix, AZ — you own a single-family home on its own lot, and the homeowners association maintains common areas and community facilities. This document is the full set of governing rules for owners and residents.
- Age restriction (55+): At least one resident of each unit must be at least 55 years of age, and no person under 45 may permanently reside in a unit. (As amended in 1989.)
- Occupancy limits: Maximum permanent residents: 2 in a one-bedroom, 3 in a two-bedroom, and 4 in a three-bedroom unit, unless the association approves more.
- Pets: Dogs, cats, or other household pets may be kept with association approval. No animals may be raised, bred, or kept for commercial purposes.
- Right of first refusal: Before selling, the owner must give the association written notice of the offer. The association has 15 days to match the offer and purchase the lot, or waive its right. The buyer must meet income/asset standards and not have a felony conviction. This right does not apply to foreclosure sales.
- Architectural review: Any exterior changes — such as signs, antennas, fences, awnings, patios, or other structures — require prior written approval from the Architectural Control Committee. If the committee does not act within 30 days, approval is deemed given.
- Parking & vehicles: Only passenger cars, station wagons, and golf carts may be parked or stored on lots. No boats, campers, or other vehicles. No vehicle repairs or rebuilding on lots. Stored personal property must be enclosed and not visible from the street or neighbors.
- Assessments & liens: Owners pay monthly Project Charges and Community Facilities Charges. If unpaid within 10 days, a late fee of 5% (or $5 minimum) and 10% annual interest apply. The association can record a lien and foreclose. A $1,000 capital contribution is due upon purchase.
- Use restrictions: Lots are for single-family residential use only. No commercial, religious, or professional operations without approval. No signs except those by the declarant during development. Owners must comply with all health and nuisance rules.
