It establishes the HOA's rules for all lot owners, covering assessments, common areas, architectural control, and use restrictions. It also allows for future phases and a separate townhome association.
- What you own & maintain: You own your lot and dwelling; the association maintains common areas (including streets, walkways, parking, and water/sewer lines) and carries master insurance on common buildings and liability coverage.
- Assessments & fees: Annual assessments start at a maximum of $330 per lot, can rise up to 5% per year without a vote, and higher increases require a 2/3 vote. Special assessments for capital improvements also need 2/3 approval. Assessments are a lien on your property if unpaid.

- Annexation & future phases: The developer can annex additional land (at least 5 acres, contiguous to Phase I) with City of Raleigh approval, and townhome lots may be added under a separate townhome association.
