Timineri Estates is a standard homeowners association in Collin County, Texas. These Bylaws govern the internal operations of the association—how meetings are run, how directors are elected, and how decisions are made. They do not contain the specific rules owners must follow (e.g., pet limits, parking, architectural standards); those are in the Declaration and rules.
- Meetings & quorum: Annual member meetings are required; special meetings can be called by the board or upon member petition. A quorum of 10% of the votes (in person or by proxy/ballot) is needed to conduct business, except for director elections where a lower quorum may apply.
- Voting rights: Each lot owner gets one vote per lot owned. During the development period, the Declarant gets ten votes per lot. Co-owners must designate one person to vote. Elections use a plurality vote.
- Board of Directors: The board manages the association; after the development period, it has 3 to 5 directors elected by members. Directors serve terms set in the Declaration (or two years if elected under Texas Property Code). The board can adopt budgets, levy assessments, enforce rules, and hire management. - Amendments to Bylaws: During the development period, the Declarant can amend the Bylaws unilaterally. Thereafter, amendments require a majority vote of members present at a meeting. If conflict arises, the Declaration controls over these Bylaws.
- Books & records: Members may inspect and copy official records (governing documents, financials, meeting minutes, contracts) upon reasonable notice and at their expense. Unofficial records (e.g., personal contact info) are confidential.
