Grand Estates of Anna is a single-family residential HOA in Anna, TX. This Declaration of Covenants, Conditions and Restrictions (CC&Rs) is the full rulebook for the community, binding all lot owners. It covers assessments, architectural control, land use restrictions, and enforcement.
- Assessments & fees: The HOA charges annual and special assessments. The maximum annual assessment can increase up to 20% per year without a member vote; increases above 20% require a 67% vote. Vacant lots are assessed at 25% of the full rate. The current assessment amount is set by the Board—contact them for the rate.
- Architectural review: Any exterior improvement (building, fence, landscaping, pool, etc.) must be approved by the Architectural Control Authority (ACA) before construction. Plans must be submitted and approved; work must start within 180 days of approval and be completed within one year. The ACA can grant variances.
- Leasing & rentals: Renting your home is allowed, but leases must be for at least six months. Short-term rentals and transient stays are prohibited. The owner must notify the HOA upon leasing.
- Pets & animals: You may keep up to two household pets (cats, dogs, or similar) per lot. Livestock, poultry, and animals kept for commercial purposes are prohibited. Pets that roam free or cause a nuisance must be removed.
- Vehicles & parking: Only passenger vehicles, light trucks (under one ton), and vehicles in operating condition may be parked on lots or driveways. Trucks over one ton, commercial vehicles, trailers, and equipment must be enclosed in a garage or screened from view. No vehicles transporting flammable or explosive cargo are allowed.
- Fencing: Backyards must be enclosed with a perimeter fence. Fences must be between 6 and 8 feet tall (except the Association's brick wall) and made of wood or masonry, with ACA approval. Common boundary fences are maintained jointly by adjoining owners.
- Home businesses: Lots are for single-family residential use only. Home businesses are allowed only if they are not visible or audible from outside, comply with zoning, don't involve frequent client visits, and remain secondary to residential use.
- Enforcement & penalties: The HOA can fine owners for violations, suspend use of common areas, enter the lot to abate violations, and place a lien on the property for unpaid assessments. Owners get notice and a hearing before fines are imposed.
