What Spring Tree Estates's governing documents say
Spring Tree Estates is a single-family home HOA in Rowlett, Texas (part of Dallas County). These Amended Bylaws (adopted March 2014) govern the Association's internal operations—membership, voting, board, officers, meetings—but do not include the property-use restrictions, fees, or rules that appear in the separate Declaration of Covenants, Conditions, and Restrictions.
- Membership & voting: Every owner of a platted lot within the development is a member with one vote per lot. Voting may be in person, by proxy, absentee ballot, or electronic ballot. No cumulative voting. A quorum is 10% of total voting power.

- Officers: Officers (President, Secretary, Treasurer) are elected annually by the Board from among its members. They serve one-year terms and receive no compensation, but may be reimbursed for approved expenses.
- Books & records: The Association must keep meeting minutes, financial records, and a membership list. Members may request inspection or copies; the Secretary must respond within 10 business days. A record retention schedule is provided (e.g., minutes permanent, ballots kept one year).
- Amending the Bylaws: Bylaws may be amended by majority vote of a quorum at a regular or special meeting of members, unless a specific clause requires a higher percentage.
