Newport Villas is a townhome community in Euless, TX, governed by a property owners' association. The rules apply to all owners and residents, covering occupancy, leasing, pets, vehicles, and more. This document is the Initial Rules of the association, which supplements the Declaration of Covenants, Conditions and Restrictions.
- Occupancy standards: No more than two persons per bedroom per unit, unless higher occupancy is required by public agencies for compliance with fair housing laws. Occupancy means at least 60 non-continuous days in any 12-month period.
- Leasing & rentals: A unit may not be leased for hotel or transient purposes; less than the entire unit may not be leased. Each lease must be in writing, and the owner must provide the Board with a copy and occupant contact information.
- Pets: Up to three house pets (domesticated dogs, cats, caged birds, aquarium fish) are allowed, plus specially trained assistance animals. Dangerous or exotic animals, pit bull terriers, attack dogs, and animals kept outside are prohibited. Pets must be inside the unit and leashed on common elements.
- Vehicles & parking: Only operable vehicles are permitted. Trailers, boats, RVs, large commercial trucks, and industrial vehicles are not allowed without Board consent. Repairs are prohibited except emergency. Parking spaces are for parking only; no obstruction of entry/exit.
- Window treatments & exterior appearance: Window treatments must be clear, neutral, or white when viewed from outside. Aluminum foil and reflective treatments are prohibited. No signs, decorations, or objects may be hung on exterior walls, windows, or common elements.
- General use & maintenance: Units are for residential use only; home business must be incidental and not involve client visits. Owners must maintain their unit and repair any damage. Between Nov 1 and Mar 25, units must not be left unheated to prevent frozen pipes.
- Trash, noise & nuisance: Residents must keep the community clean and dispose of refuse properly. Coals and ashes must be cold before disposal. Loud noises, noxious odors, and actions that annoy or endanger others are prohibited.
- Enforcement & hearings: Owners are responsible for rule compliance by occupants and guests. The Board may impose fines and seek reimbursement for enforcement costs. Owners have the right to a hearing within 30 days of a written request.
