Pecan Lake Estates is a standard single-family homeowners association (HOA) in Navasota, TX. These documents cover the association’s internal governance (bylaws), a seasonal lighting policy, and supplemental building restrictions for Phase II lots. The full Declaration of Covenants (the main rulebook) is not included here, so many common HOA rules (pets, rentals, parking, etc.) are not addressed in this set.
- Home & lot requirements (Phase II only): For Phase II lots: minimum heated/cooled area is 1,400 sq ft; if multi-story, at least 50% must be on ground floor. Exteriors must be at least 75% masonry (brick, rock, stucco, ceramic tile). Horizontal hardie board is allowed only in small areas with ACC approval. Prefabricated or moved homes are not allowed.
- Seasonal lighting & decorations: Seasonal holiday lighting (e.g., Christmas) may be displayed up to 60 days before and 30 days after the holiday. Other holidays (Easter, Halloween, Fourth of July, etc.) allow decorations up to 2 weeks before and 7 days after. 'Jellyfish' style color-changing lights must remain static white outside these periods. Religious displays require ACC approval.
- Association governance & meetings: The HOA is governed by a 5-member Board of Directors elected by members. Annual meeting is in October. Quorum for member meetings is 10% of total votes. Members may vote in person, by proxy (only another member or spouse), or by absentee ballot if authorized. Board meetings are open to members; executive sessions allowed for personnel, litigation, etc.
- Architectural review: Exterior improvements, including seasonal lighting not covered by the policy, require prior written approval from the Architectural Control Committee (ACC). The ACC application form is provided but no substantive design standards are detailed here.
- What this document doesn't cover: The provided documents do not include the full Declaration of Covenants, so rules on pets, rentals, parking, landscaping, fences, paint colors, and many other common HOA restrictions are not available in this set. Those rules would be found in the Declaration referenced in the management certificate.
