What Main Street Coppell Property Owners Association, Inc.'s governing documents say
This is the bylaws of the Main Street Coppell Property Owners Association, a Texas non-profit corporation that manages the common areas of a residential community in Coppell, Texas. The bylaws govern the association's internal operations—membership, voting, board of directors, meetings, and finances—and bind all property owners, tenants, and users of the community. This document is the association's rulebook for how it runs itself, not a full set of community rules.
- Who is bound: All present or future owners, tenants, and users of any lot are subject to these bylaws, and simply owning, leasing, or occupying a lot means you accept them.
- Membership & voting: Every owner is automatically a member. Class A members (all owners except the developer) get one vote per 1,000 gross square feet of their lot; the developer (Class B) gets ten times that until all lots are sold. Until then, Class A members can't vote except on special assessments and declaration amendments.
- Board of directors: The association is run by a three-person board. The developer appoints the board until the 'Declarant Control Period' ends, after which owners elect directors. Directors serve staggered three-year terms, and meetings are open to members.
- Assessments & finances: The board sets and collects assessments as described in the Declaration (incorporated by reference). The board must adopt an annual budget and provide financial reports to members within 90 days of year-end.
- Fines & enforcement: The board can fine members for rule violations, but must give 20 days' written notice, a hearing opportunity, and follow a specific procedure with cross-examination and a written decision within five days.
- Amendments: These bylaws can be changed by a 66% vote of all outstanding votes, or by the board with majority consent to correct errors or clarify.
- What this document doesn't cover: This is only the bylaws—it doesn't include the actual community rules (like pet limits, leasing restrictions, or architectural standards), which are in the Declaration and association rules. It also doesn't state specific assessment amounts or common area amenities.
