What Villas at the Studios's governing documents say
Villas at the Studios is a single-family residential planned community in Irving, TX, governed by a homeowners association (HOA). These Bylaws outline the internal governance of the HOA—how the board is elected, meetings are run, and rules are made—but they are only part of the governing documents. The actual restrictions on things like pets, leasing, and architectural changes are in the Declaration of Covenants, Conditions, and Restrictions (CC&Rs), which is not included here.
- Membership & voting: Every lot owner is a member of the association with one vote per lot. Votes may be cast in person or by proxy (proxy valid up to 11 months). A quorum of 30% of votes is required at member meetings.
- Board of directors: The board has 3–5 members, elected by the members at annual meetings. Directors must be owners or residents; a convicted felon is ineligible. The board has broad powers to enforce rules, levy assessments, and manage common areas.
- Rule-making process: The board can adopt, amend, or terminate rules by resolution. At least 10 days before a rule takes effect, notice must be given to owners, who have a right to comment. Rules cannot conflict with the Declaration or law.
- Assessments & fees: Owners must pay initiation fees, working capital fees, and annual/special assessments as set by the board. Delinquency can lead to suspension of common area use and loss of voting rights.
- Enforcement & due process: Before imposing a fine, suspending common area use, or charging for damage, the association must give written notice and an opportunity for a hearing within 30 days. Fines for rule violations are subject to this process.
- What this document doesn't cover: These Bylaws do not contain specific restrictions on pets, leasing, parking, or architectural changes. Those rules are in the Declaration and any separately adopted rules, which are not provided here.
